Eligibility: The contest is open to Guam residents only. There are no age restrictions; however, all participants under the age of 18 must have the consent of a parent or guardian.

(GEEPI)
2.) To submit an entry, fill out and submit the contest entry form online at the contest website http://www.guamiyor08.com/contest.html . Be sure to include your video’s title and filename. Then either: a. Upload your video to the You Tube Guam IYOR 2008 Group http://www.youtube.com/group/guamiyor08 or b. Drop off your submission and completed entry form at the Department of Agriculture, Division of Aquatic and Wildlife Resources (DAWR) in Mangilao.
Entries submitted without a completed entry form will not be released for viewing and will not be included in the contest. Entrants will receive an email confirming receipt of their entry for the contest.
All Entries must be received by midnight on February 29, 2008. Non-electronic submissions must be received by DAWR by 4:55pm February 29, 2008.
ENTRY REQUIREMENTS: To be eligible for judging, the entry must: 1.) Address one of the two contest themes (see contest website for additional guidance on these themes): a. Celebrate Guam’s Reefs! b. Protect Guam’s Reefs! 2.) Entrants can use any technique including: a. Live action c. Animation b. Computer Generated Animation d. Slideshow 3.) All entries must be submitted in one of the following formats: a. AVI b. WMV c. MOV d. MPEG e. MP4 4.) All entries must be submitted via one of the following media forms: a. Upload to Guam IYOR 2008 YouTube Group b. DVD c. CD d. Mini DV 5.) All entries must be a minimum of :15 seconds and can not exceed :22 seconds. 6.) The entry must be suitable for general audiences and the following are strictly prohibited: a. Nudity b. Profanity c. Obscenity d. Violence 7.) Submissions using non-licensed, copyrighted musical, visual, or literary properties without legal permission are ineligible. 8.) You must have consent from any people appearing in your video.
Winners must be able to provide a high resolution version of their video on CD, DVD, or mini DV suitable for airing on television. Digital files must be converted to either a MOV (Quicktime) or MPEG file format. Entries that can not meet these requirements will forfeit the contest.
All entries will be reviewed for eligibility prior to judging and release on the internet. Entries will be ruled ineligible if they are corrupted, do not meet ALL of the specified requirements or are not able to be viewed due to technical error or reasons beyond the control of the Sponsors and judges.
By submitting an entry: (1.) the entrant affirms and warrants that the Entry is (a.)wholly original, (b.) has not been previously submitted, aired, or distributed on television, the internet, or elsewhere for any purpose, (c.) once entered in the Contest will not be used for any other purpose, (d.) does not incorporate or include any third party property or would require the consent of a third party and (e.) does not violate any copyright, trademark, publicity right, privacy right, or any other right of any third party. (2.) The entrant irrevocably assigns to GCMP and/or NOAA all right, title and interest in the Entry in any and all media in perpetuity, anywhere in the world, with the right to make any and all uses thereof, including without limitation for purposes of advertising or trade. (3.) If the entrant is a minor, the entrant must have the written consent of his or her parent or legal guardian. (4) All entries become the property of the GCMP and/or NOAA and will not be acknowledged nor returned under any circumstances.
JUDGING: A total of four entries will be selected as winners of the contest. Each entry may only win one category. The categories are: • People’s Choice – Theme 1: Celebrate Guam’s Reefs! • People’s Choice – Theme 2: Protect Guam’s Reefs! • Judge’s Choice – Theme 1: Celebrate Guam’s Reefs! • Judge’s Choice – Theme 2: Protect Guam’s Reefs!
People’s Choice Selection: Entries will be divided by theme. For each theme, entries will be randomly selected from all entries received and posted in that order on the contest website for voting by the public.
The public may submit their votes at the contest website during the period March 01, 2008 and March 15, 2008. Voters may vote for one video for each theme. Voters will be required to enter basic personal information including a valid email address, age, sex, and village.
Criteria based Judging: Entries will be divided by theme. Judging will take place during the period of March 17-18, 2008. For each theme, entries will be randomly selected and presented to a panel of judges representing the sponsors. This panel will evaluate the entries based on the following, equally weighted, criteria:
1. Overall Impact (20%) 2. Originality (20%) 3. Memorable Content and Delivery (20%) 4. Relevance and Clarity of Message (20%) 5. Creativity and Technical Merit (20%)
The video with the highest rating will be selected as the winner. If that video is also selected as the People’s Choice selection, then the judge’s will select the second place entry.
PRIZES All winners will have their entry aired on KUAM and will receive recognition for their work. Additional prizes may be awarded. All prize information will be posted on the Contest Web site: http://www.guamiyor08.com/contest.html
Prize Restrictions No cash or other substitution may be made except by the Sponsors. At their sole discretion, the Sponsors reserve the right to substitute the prize in whole or in part with another prize of comparable or greater value if the intended prize is not available. Winners will be responsible for all applicable taxes on a prize.
Winner Notification and Verification Winners will be contacted by phone, email and mail. Potential winners must provide a high resolution version of their video on CD, DVD, mini DV. Digital files must be in either a MOV (Quicktime) or MPEG format. All submissions must be suitable for airing on television. Winners will be required to complete any necessary release forms and submit the high resolution video of their PSA within 5 business days. If the potential winner is an eligible minor, the releases must be confirmed and signed by the minor’s parent or legal guardian. Failure to return the required items by the date requested may cause the prize to be forfeited and awarded to an alternate winner. If a prize is refused, or prize notification is undeliverable, or a potential winner is disqualified for any reason, an alternate winner will be selected. Except where prohibited by law, acceptance of the prize constitutes permission for GCMP and/or NOAA to use in perpetuity the winner’s name, village, likeness, statements, and other personally identifiable information for promotional purposes in any media throughout the world without additional prize, incentive, consideration, consent or review. Winner will provide a written consent to such use upon request.
ADDITIONAL RULES AND NOTICES By participating in this contest, entrants agree that the Sponsors and their employees and representatives are not responsible of liable for, and shall be released and held harmless from: (i.) any conditions outside of the Sponsors control that may cause the contest to be disrupted or corrupted (ii.) technical difficulties of any kind. (iii.) any printing or typographical errors. (iv.) any and all losses, damages, rights, claims, and actions of any kind in connection with or resulting from participation in the contest, or acceptance of any prize, including claims based on publicity rights, defamation, or invasion of privacy.
The Sponsors reserve the right, at their sole discretion, to extend, suspend, or cancel the contest at any time. All issues and questions concerning the construction, validity, interpretation, and enforceability of the Official Rules, entrant’s rights and obligations, or the rights and obligations of the Sponsors in connection with the contest, shall be governed by, and construed in accordance with, the laws of Guam, without giving effect to any choice of law or conflict of law rules (whether of the Guam or any other jurisdiction), which would cause the application of the laws of any jurisdiction other than Guam.
